Question #5: Sen. Brown's Response
Currently, Oregon has in place a multi-tiered testing and certification process as detailed in question 1.
1) State certification
2) Logic and accuracy testing – conducted by county clerks 3 times
3) Random hand counts in every county
4) Automatic recount if vote is less than 1/5 of 1%
5) Candidate or ballot measure campaign can request and pay for a recount.
With our unique vote by mail system and the fact that Oregon counties are not required to use the same technology, Oregon has not faced the same problems that we have seen in Ohio, Florida and California. However, should the legislature grant the funds for a top to bottom review, as Secretary of State; I would review Oregon’s voting technology. However, given the economy and the potential for strain on critical services, I do not anticipate the legislature budgeting for this process at this time.
