In 2004 under Secretary Shelley, California became the first state in the nation to decertify DRE voting machines after evidence emerged that Diebold had engaged in improper activity and failed to have their machines adequately tested. California also at that time challenged the use of proprietary codes, calling for additional requirements for software testing and auditing.
Under Secretary Bowen, California continues to push for the use of Open Source software. Likewise, the New York State Board of Elections recently adopted a resolution waiving examination fees if the voting system uses open source software.
The use of open source software would provide the same transparency in our elections system that I have advocated for in state government during my entire tenure in the Oregon State Legislature.
