First, I would use my proven collaborative skills to bring together a critical mass of small states to garner the resources necessary to develop open source software. I would encourage Oregon based open source software companies to develop this product for these key markets and for use in Oregon.

Next, I would work with the National Association of Secretaries of State to complete the federal certification process in addition to the state system.

Finally, I would develop a way for each county in Oregon to transmit the final vote counts to the Secretary of State’s office in a uniform and transparent manner and set consistent guidelines for the retention of ballots by all counties after an election. I would continue to allow citizens and officials to observe the vote count.
